I was faced with this problem a few years ago when my database was put
on the web. Given that nearly half of the individuals in the database
are currently living [and, in general, have not given any explicit
concent to the data being published, and may not even have been aware
of the existence of the database], the solution we came up with was to
use passwords with access limitied so that any individual could look up
himself, ancestors, descendants and close relatives. We also allowed
unrestricted lookup of anyone born before 1700, on the grounds that
nobody is going to be bothered by that.
I have had a few complaints, but they have all been resolved, and for
the last 5 years things have been running smoothly. Now, I am not
saying this is the route to go, but rather that if you decide to
publish extensive information on living individuals, you may be forced
to do something like this.
