I think you may have two Meshack Fenns
1861 census:

They're all the same chap. William and Ann Fenn (in 1861) are given as
William and Ann Heath in 1871. William Heath can be found with his mother
Mary Ann in Wolverhampton in 1851. I haven't found Meshack in 1851, though.
Robert Fenn seems the be the oldest offspring of these two, so they probably
got together 1856-ish. (Robert Fenn seems to have been registered as Robert
Fenn, not Heath, but I can see no sign of a bigamous marriage.)
