No, I only have access to the Times through the National Library eResources.
Have you tried the "Browse publications by location" menu on the 19thC newspapers search page ?
That shows, under 'Ireland', the Belfast News-Letter and, presumably, under 'London' some Surrey papers. Otherwise, maybe contact local Surrey libraries - I've always found them very helpful.
