No! In the Birthplace column he wrote "Uslenj" and "Resident" and in the next column he wrote "German." For his wife he states "Germany" and "Resident." There is no reason to assume from what is written that his birthplace was within Germany.
Previous censuses gave Germany as the birthplace, one census specifying Frankfort. His wife was born in Germany, and in the 1861 census, his children were stated to have been born in Germany, although in a later census, the same children were stated to have been born in Berkshire.
Using the vicinity of Frankfurt an der Oder and this text (I also read Usieny now the larger format is available) and using http://www.jewishgen.org/Communities/LocTown.asp there is one option about 24 km from Frankfurt and within Poland. Frankfurt an der Oder is located at 52.21 N and 14.33 E, use that as Latitude / Longitude to compare distances and the above spelling (whichever) to search for lookalikes with the soundex method.
Do you mean - Osno, Drossen, Drossen Stadt, Osno Lubuskie ??
It's close to Frankfurt am Oder in distance, but nothing like Usieny, onomastically. I prefer nearby Swiniary, but the census doesn't read like Swiniary.
