Of course you can be! My father's and mother's 2nd Cousins are 2nd Cousins once removed to me, as are my children's 2nd Cousins.
The children of 1st Cousins are 2nd Cousins to each other and 1st Cousins once removed to each other's parents. The children of 2nd Cousins are 3rd Cousins to each other, 2nd Cousins once removed to each other's parents and 2nd Cousins twice removed to each other's grandparents, and so on down the line. (And of course, "in reverse" where the remove is downwards rather than upwards.)
