We are looking for a reference that will tell her why her relative, who
served in the Royal Navy, was awarded a DSO.
We have had a look in TNA but did not find a reference to help.
I  would like to be able to give her the right place to ask.

Easy, search the London Gazette for details of the award - all issues
are online and searchable.

AFAIR the London Gazette does not feature the reason for the award
with that kind of information being found in the relevant personal and
ship etc. records in the National Archives.

Details of DSO awards certainly can appear, see for example multiple
instances at:
http://www.jjomeara.com/london_gazette.htm
though perhaps not in all cases, especially during the latter part of
WWI.
