I have to admit, it does appear to imply that unless you were a

I'm not sure what meaning you meant that phrase to have, but my
reading of it tells me that you are of the opinion that there are no
civilians listed in the CWGC website - "unless she was a member of the
Armed Forces on duty"

What meaning did you want that to have?

So my advice to the OP stands as good as the day it was given,
and it wasn't given in the form mistranscribed by Jeff and assented
without checking by Peter C and Bill.

Can you confirm that my transcription (a cut and paste from Google
Groups) is accurate, and that you did write "unless she was a member
of the Armed Forces on duty"?

I think it's important that people are accurate in what they write and
likewise fully understand what they read
