In any case, genealogically stillbirths do not, by definition, contribute any descendants to the family tree so what is the urge to find them?
But if just one gasp of air is enough to register (and also they don't contribute any descendants) what is the difference. (Keith gave me in private the best answer .... civil registration against clerical registration. So Napoleon again in this difference, you didn't get his visit ;-).
