In fact, they are. I believe - although I'm not certain - that the actual reason for the cache miss is that the page is generated through a PHP script (which does retrieve the page content from a database).

I hadn't spotted the cache miss problem, so thanks for raising it. There may be some clever stuff we can do with the HTTP headers that can help with it, so I'll keep it in mind. It's not going to be a priority, because its worst effect is to slow page reloads, but I'm not going to ignore it.

I have to say that I'm starting to change my views on Joomla - it may not be the best CMS for these purposes. I used it because it had been recommended to me by several people, but there are aspects of the way it works internally that I don't like. If that was all, it wouldn't matter, but if it affects people's use of the pages, that will kill it for me.

I found Joomla to be rather troublesome at times.
It's one of my least favourite CMS now. I believe a wiki with restricted editing (all public can view, only invited can join and edit) would be easier to manage, with the help of others to spread the load.
