There is a possibility that the whole operation was a scam but I

it's unlikely as you were emailed with the information and someone
reading the death notices in a newspaper or magazine wouldn't be
aware
of your email address.

To rule out the possibility, was the researcher someone who was
recommended to you? Of was he someone you picked at random from a
magazine? If the latter, had he advertised regularly?

I'd suggest that you go with it being genuine. Keep in touch with
the
brother and ask him to let you know when probate takes place so
that
you can contact the relevant person for a refund. I'd also suggest
letting PayPal know what's happened so that they can close/suspend
the
researcher's account. It may be you can get your money back from
them. If you can, then mail the brother to let him know.

The man's name was Dr Patrick Woodland. I had emailed several
researchers (whose info I had found while searcher the web) in
regards to Boconnoc Cornwall about my great grandfathers family. One
man was no longer researching the area, but Woodland was, and quoted
me what his fees would be. I paid him via Paypal, and he did email
me that it would take some time for him to get the certificates. The
next thing I knew his brother was emailing me saying that Patrick
had died. Patrick had given me his address as being in Exeter Devon.
I did email Paypal last night, explained the situation and opened a
dispute. If he is not dead and it is a scam they will be able to
monitor his account wouldn't you think?

Sixthly, whatever may be the local law where you are, the law to be
followed is that applying where the contract was made. So English law
applies. Whether its procedures are convenient or inconvenient to you
or any other individual in any one case, they will be followed. No
amount of fuss will change the procedure in your favour or advance it
by a minute.

Unless, of course you are the great Don Moody! Then you simply get
the law changed to suit your selfish preferences...

found out or worked out for yourself before you started this hare
