England has "Unitary Authorities" (and other entities), Scotland hasHmm. Newport's own website is less well informed.
"Council Areas", Wales has "Principal Areas" ** (which can still be
counties, etc. in name). Newport / Cas Newydd is nominally a "City /
Dinas".
**[Local Government (Wales) Act 1994]
"Newport City Council is a Unitary Authority."
The point I was making is that Newport is no longer exists within a
county but is an entity in its own right - hence Newport, Newport.
Anyone consulting a recent map of these 'ere parts (S E Wales) will find
no counties, just a hodge-podge of Unitary Authorities.
http://www.newport.gov.uk/_dc/index.cfm?fuseaction=council.otherauth
illustrates what I mean.
Ynys Mon - "County Council"
Sir Gar - "County Council"
Sir Ddinbych - "County Council"
etc.
Parliamentary legislation tends to trump incorrect detail on websites
such as the above reference to Newport. A council's nature is set by
legislation, not by a permitted description IYSIM. The "Newport,
Newport" does seem to be a kind of nonsense as it implies an
additional level of government which does not exist and doesn't equate
to the usual application of that style to a town which is usually
located within a larger county deriving its name from the same root.
I presume that the purpose of using "Newport, Newport" is to
distinguish the place from all the other Newports. I agree it is
pretty silly, but it is difficult to see what else to use. Personally,
I would go for "Newport, Mon.". The abolition of an administrative
entity should not prevent the use of its name as a geographical
description. I never liked, "Newport, Gwent", with its ugly mixture of
languages. If you want to say it in Welsh, it should be "Caesnewydd,
Gwent".
