The point I was making is that Newport is no longer exists within a
county but is an entity in its own right - hence Newport, Newport.

Anyone consulting a recent map of these 'ere parts (S E Wales) will find
no counties, just a hodge-podge of Unitary Authorities.

Sir Ddinbych - "County Council"
etc.

Parliamentary legislation tends to trump incorrect detail on websites
such as the above reference to Newport. A council's nature is set by
legislation, not by a permitted description IYSIM. The "Newport,
Newport" does seem to be a kind of nonsense as it implies an
additional level of government which does not exist and doesn't equate
to the usual application of that style to a town which is usually
located within a larger county deriving its name from the same root.
