That idea came from someone I once worked with.
He and his whole family were... keen to use both sides of each coin, and were searching for more sides so they could use them as well.
He was a student & thus entitled to free eyecare, his older brother needed glasses but would have to have paid for them - not a happy thought.
So younger brother went into optician's and tried to emulate his older brother's eyesight - this didn't work too well.
Only then did older brother visit a (different) optician whilst assuming the younger brother's identity.
Since he told this story about himself, I assume it to be the truth.
Illegally resident east europen sex slaves / hookers do the same when using hospitals
often borrowing from a friend a legal identity which makes for some dangerously confused medical records
