No that's not a counter example. It is an example of access to a search engine. The one built into OE for the purpose of finding in a vast list of newsgroups on a server those which contain in their title a particular word of interest.

That's not the way it works. A newsreader program finds out what lists are available by sending a LIST command to the news server (see RFC977). The server responds with a list of available groups. The newsreader stores the list, usually as a list in a plain text file. All further operations involving newsgroups are based on the local copy of the list, not the server's copy; the newsreader does not automatically know when a new newsgroup is created, for instance. When you want to find out about new groups, the newsreader issues the NEWGROUPS command.

The newsreader may allow the user to search this list, once received, but that is just a simple search of a list; it is not a search engine in any meaningful sense of that term.
