Counter example:

I heard about SGB from a television programme, and found out how to
get at the newsgroup through the Help file of Outlook Express.

No that's not a counter example. It is an example of access to a
search engine. The one built into OE for the purpose of finding in a
vast list of newsgroups on a server those which contain in their title
a particular word of interest. So wherever you get the idea of looking
for 'genealogy', the means of finding 'genealogy' is a search engine.
It's actually what I did when changing ISP and being required to use
OE rather than continue with Turnpike.

And that still leaves a first-time poster with the instructions from
their ISP to lurk and to read FAQ.

The usual response is 'be realistic, people don't bother.' That's
their problem not mine. In tecdoc we're very used to getting pointless
enquiries to which the proper answer is Read The Manual. Not to
mention repeat enquiries from idiots to whom the answer is RTFM.
Handbooks, manuals, FAQs or whatever else instructions are called are
provided to enable people to use the goods or services safely and for
the purpose intended. Those who don't use the instructions provided
have only themselves to blame for the consequences.
