The Forth Bridge was built by Tancred-Arrol, a Scottish company. I
presume the steel was also Scottish, it would very strange to bring
steel all the way from Germany.
The Forth Rail Bridge was built with "Siemens Steel" A steel making
process developed by Charles William Siemens 1823-1883 (born near
Hanover as Karl Wilhelm Siemens). The use of steel in bridges was
pioneered by Arrol, Redpath-Brown and Dormon-Long. The latter
companies had works at Middlesborough.
Interesting mini-bio of the British Seimens here:

A point to remember was that the King Georges were rulers of Hanover as
well as Britain etc. until Napoleon so there were strong links across the
North Sea (or German Sea, as it was then called)
