What were the Clerks of the Outlawes?
An outlaw was somebody put outside the benefits and protection of the
law. So if a 'body' turned up claiming some benefit or protection, the
first thing to establish would be whether that body was entitled to
claim.
Bureaucrats would, as ever, consult lists of people entitled to claim
and lists of people not entitled to claim. Somebody would have to keep
those lists up to date and in order. That would be a Clerk.
So the deduction would be that Thomas kept the list of those NOT
entitled to benefit or protection, that is to say the list of outlaws.
