I think the salutation reads:
"To the right honorable Sir Thomas Wriothesley? knight
lord Southampton & lord chancellor of England"
Thomas Wriothesley (pron 'roxley' I think) was Lord Chancellor 1544-1547. He was created 1st Earl of Southampton in 1547 so that suggests the document ought to be 1547.
