A somewhat similar situation is the 1841 census. You have
people living in the same house with the same surname, but no
relationship is shown amount the inhabitants. What can be
inferred:

* the persons living in the same house with the same surname are
related.
* it is pretty strong evidence, but no proof that two similar aged
children in the same house with the same surname are siblings.
(of course, there are other possibilities).

The two weddings were not a coincidence, there were several
other weddings that day, but these weddings were consecutive
in the parish register. Also the names of the witnesses do not
appear on no other marriages. This all had have been planned
in advance. Also, I know from other sources of information
that both couples are of similar ages meaning the only reasonable
possibilities are that they are either siblings or cousins. Siblings
being more likely case, but cousins can not be ruled out. More
evidence is needed to select among the two cases.


Looking at the IGI extracted batches for Haslingden, there were vast numbers
of Barneses and Nuttalls in the parish. This implies that the names had
been ramifying there for centuries, so any two random Barneses are more
likely than not to be only rather distant cousins. As you say, it's all
probabilities, and we have more distant cousins than close cousins.

The worst aspect of this problem is that _one_ pair of siblings would be
enough excuse for a double wedding. You could easily have two Nuttall
siblings marrying two Barneses who were only remotely related, or vice
versa.
