Who has 2003 Electoral Roll??

Hello,
I am aware that the 2003 Electoral Roll was the last fully complete
Electoral Roll. After which it was edited.
Does anyone have free access to this version?
I have several family members who have understandably avoided recent
Electoral Roll,Telephone directories. However i would like get their details
from 2003 Electoral Roll, to help fill in these gaps in my family tree.
Anyone able to help would be a real diamond!!
