We, the under signed:
- Mrs. Le Thi Tam (mother of the fisherman killed at sea Nguyen Huu
Bien)
- Mrs. Truong Thi Thuan (mother of the fisherman killed at sea Le Xuan
Trong)
- Mrs. Le Thi Thanh (wife of fisherman killed at sea Le Van Xuyen)
- Mrs. Nguyen Thi Minh (wife of fisherman killed at sea Nguyen Van
Tong).
We are currently residing in Hoang Truong Village, Hoang Hoa District,
Thanh Hoa Province, VN.
As representatives of the families of the fishermen whom were killed
in the massacre took place on January 8, 2005 by hand of the Chinese
Police Force that resulted in the death of 9 fishermen and injured 8
other people, we wish to submit our letter of grievance about the
actions of the Chinese Police Force in invading Vietnam?s border and
killing Vietnamese fishermen. Following are the details:
On January 8, 2005, members of our families were fishing in the sea
within the border of VN where our forefathers have fished for thousand
of years. Generations of our families have been following the fishing
tradition to earn a living. Suddenly, many Chinese ships came and
fired upon the two boats where the members of our families were
fishing. This attack killed 9 people and injured 8 others. Eight
fishermen were arrested and were brought to China. According to the
investigation of the Command Center of the Vietnamese Army based in
Thanh Hoa Province, the fishing boats were in VN?s territory when they
were attacked upon. The coordinates of the boats were 18 degree 16?N,
107 degree 6?E, ten nautical miles within from the sea border. The
victims whom were arrested were maltreated severely: they were not
provided with adequate food, tortured, subjected to prolong
interrogations during day and night time without interpreter and they
were not provided with basic medical care. The documentations given to
the families of those who died from both the Vietnamese and Chinese
government have left blank on the section of "cause of death".
The actions of the Chinese Police in using weapons to invade VN?s
border and massacred innocent Vietnamese citizens is a severe
violation of international law, but it has been three years and our
families have not received any response from the Chinese government.
Despites the fact that the Vietnamese government have spoke about this
incidence, but we see that the Vietnamese government has not address
the problem at its root nor it has any method to protect the citizens.
Instead, when Vietnamese diplomats came to Hai Nam where the fishermen
were being detained, they simply told the fishermen stay and behave
well to the Chinese authority. The Vietnamese diplomats did not
request the Chinese authority to fill in the cause of death nor demand
compensation for damages. Each family of those who were killed were
given two millions dong, and the Vietnamese authority tried to stop us
from staging a protest in the front of the Chinese Embassy in order to
demand answers on the massacre that took place in January 2005.
Currently, when we responded to support of the Vietnamese community
oversea and requested their aid, we were threatened by the Vietnamese
authority. Telephone services were cut and many of us were being
threatened, our children face disturbances in school and work in order
to stop our quest for justice. Therefore, we write this letter to
request your assistance to fight for justice for our families and many
other Vietnamese citizens whom are being threatened and are living in
fear of the Chinese government who are readily to take their lives.
The Vietnamese government is not just ignoring the loss of lives of
the citizens but also is trying to prevent the citizens from pursuing
their justice. We hope that all the families of the fishermen whose
family members have been killed, arrested and assaulted and are
suffered from loss of properties due to the attacks of the Chinese
authority to join us to fight for justice because our country is now a
member of the World Trade Organization and non-permanent member of the
Security Council of the United Nation. We also rely on mass media to
spread the news of our cause, and the support of the Vietnamese
community oversea to fight for our justice.
We understood that China would never cease the dream of invading VN -
a dream of building a great Han nation, a dream that they have been
pursuing and therefore disrespecting the government and the people of
VN. Recently, the Chinese government has established the provincial
government of Tam Sa that included Paracels and Spratly Islands that
are belonged to VN. This action is an invasion of the Chinese
government, taking land that belongs to VN and killing Vietnamese
citizens. The year 2008 is the year of the Olympic which is hosted by
China. The purpose of the Olympic is to promote friendship relations
among countries for peace and advancement of mankind. We see clearly
that the Chinese government does not intend on honoring the purposes
of the Olympic. The boycott of the Olympic has helped us understand
China?s dark intention.
With this letter, we request organizations and individuals within the
capacity to make all effort in helping us to search for justice,
placing those who have caused pain and loss to our families to be held
accountable for their actions.
