Lula:

Improved US-Venezuela ties can be achieved only with a new US President

Bilateral relations between Washington and Caracas are likely to improve
only with a new US President, Brazilian ruler Luiz Inacio Lula da Silva
told reporter David Frost in an interview for Al Jazeera TV station in
English.

In the interview -made during the Brazilian ruler's recent visit to
London and which will be aired late Friday- Lula said he is convinced
that "it is almost impossible to build a good relation" between US
President George W. Bush and his Venezuelan counterpart Hugo Chavez.

According to Lula, "there is something funny" in the fact at both
rulers are at odds, considering that "the United States needs
Venezuelan oil and Venezuela needs to sell oil to the United States,"
Efe reported.

"I cannot understand this fight very well," he said, adding that one of
the likely reasons is the fact that "for many years, politics in
Venezuela was quite subordinated to the United States, particularly in
energy matters."

"Chavez is reacting against that, and he has evidence that the US
attempted to overthrow him."

Lula claimed his relation with Chavez goes beyond "the ties with a Head
of State. It is a relation of friendship, partnership. Chavez is a
partner who has superb relations with me personally and with Brazil."

"I trust President Chavez and I am sure he trusts me too. Anytime any
divergence emerges between us, we talk openly, without secrets between
us."

Lula claims Chavez' move on RCTV was democratic

Brazilian President Luiz Inacio Lula da Silva said his Venezuelan
counterpart Hugo Chavez' decision not to renew the broadcast license for
53-year-old television channel RCTV was as democratic as it would have
been the likely renewal of the permit.

"I think we cannot turn this into an ideological matter... The State
has the capacity to grant or not the license," Lula added in an
interview published Friday by Folha de Sao Paulo newspaper.

In the interview offered in Berlin, the Brazilian ruler, however,
criticized Chavez' attacks against the Brazilian Senate, and warned
that this could hinder Venezuela's membership in the Common Market of
the South (Mercosur), DPA reported.

"When you make a mistake in politics, who does lose? The one who makes
the mistake. Why? Because the protocol for Venezuela to join Mercosur
has to be passed by the Brazilian Senate. I want to believe that Chavez
should realize that this will be harder now."

According to Lula, to make the Brazilian Senate endorse Venezuela's
membership in the South American bloc "will require much more efforts
from us to convince (Brazilian lawmakers) that a misunderstanding or a
verbal clash cannot endanger a project for the region."

Last week, Chavez accused the Brazilian Senate of repeating "like
parrots" anything the United States said, following reception of a
document where Brazilian senators asked the Venezuelan ruler to reopen
RCTV.

According to Lula, such document was "an affable letter. It was a call,
and it included no attack whatsoever."
