This is a strange one!!

It's only a wee fraction of the other financial requirements, and if 'a long
time ago' can be considered as early on in the continuous five years
residency required, seems a minor addition for the 'to do' list of those
aspiring to citizenship.
I suppose there might be some who'd seek to obtain back-dated receipts from
charities?

BTW They forgot these two requirements:
With your application you also must also lodge a dodo's egg with your name
engraved on it and to show your civic mindedness you must do good works in
Lumpini park by bringing a pickup truck load of rocking horse dung and
spread it around the trees there.
