Foreign drug gang in Singapore..

I am told a certain foreign drug gang mostly consist of foreigners with Malay or Indonesian ascent have been hiding behind the alleys way of Geylang for the pass few weeks and no one seem to have noticed them.
They would appear at early morning hours and judging from their spaced out looks, dilated pupils and unstable walking gait, one could tell they are either high on drug or alcohol. It is quite possible they are posing as foreign workers to avoid detection.
My impression is Singaporean as well as foreign workers living or working in that area are avoiding eye contact with them as they could turn violence if they are perceived to be stared at.
In the pass, Geylang has huge number of drug addicts and it seems with more foreign worker in that area, the hedonistic drug culture is reviving in Singapore.
