You can rain people until the cows come home, but if there are no job
vacancies,
or those vacancies are not protected against foreign labor incursion,
then it means
nothing.

The only people who will make money will be those govt / tamesek-owned
training
centres which gets all the big contracts from govt dept for "skills
upgrading" schemes,
which hand out grants way above market rates.

....and all these "training grants" come from our forced savings.
