Scholarships and bursaries should be given to the poorest children and
not to the rich who can afford on their own. This will give a lift-up
to the poor who cannot afford to pay for a higher education. If this
is level fielded, the gap between the poor and the rich can be closed
up.

Yes! Bursaries are meant for students from poorer families
but scholarships are for the best students irrespective of the
family background.
