Why r foreigners allowed to demonstrate while Singaporeans are arrested for doing so ?

Singaporeans must now ask the pap mps and multi$million ministers why
r foreigners allowed to demonostrate peacefully in Singapore while
Singaporeans demonstrating peacefully and in smaller numbers are arrested ?
They must also ask the pap government why r the police spending so much
resources on curtailing the constitutional rights and freedoms of
Singaporeans
while neglecting to take actions on Singaporeans' complains about foreigners
who have committed crimes and disturbing the peace of the neighbourhood ?
