a good programmer can code the accounting software such that there
is checking of the balanced accounts with buffered cache of the accounting
of the balanced accounts ever since the starting calculation until the
present
date. to make things more safer, the coding can have a few backups of the
buffered cache of the balanced accounts until the present time and the
buffered cache can be checked by the person-in-charge with password
login.

the above can solve the very long time of processing the accounts and
leave little room for mistakes and hiring an external audit will be
just like any normal procedure.

These are just allegations and insinuation of fraud
by the newspapers. No substance at all.

If there were real fraud...and corruptions...
Action must be taken against Ren Ci and
Ming Yi, like the acted against NKF.
They should be jailed.

It is the old systems used to record transaction..
A simple system used. ,...for many years and
found to be acceptable from the authorities and
auditors.

Just like my personal record...I keep my record in ONE
file...my bank statements showing my expense
cheque and credit card expenses.. the receipts
on my expenses, ...and if I lend money to my cousin,
I give him a cheque, and I keep the IOU in my file
and the bank statement will show the money
being drawn out. It is a simple system..and it work
well.

After the NKF debacle, the government introduced
new rules requiring CEOs, accountants, auditors,
legal officer and many supporting staff...to operate
a very cumbersome and costly system.
(instead of admitting negligence on the part of MOH
and the minister)

Many charity organisations have problems complying
with the new systems.
Auditors sent by the government found they failed
in keeping books according to the new requirements.

Is this failure ...fraud, corruptions, illegal wrong doings ?
