The prototype for the basic solar still has been in existence for at
least ten years on the Mexican/US border. Developers in El Paso, Texas
lead in this technology.
This idea was tried out on a large scale in a desert area on the South
American continent. People drank from that solar still plant.
In Singapore, we have plenty of sunshine, and when we don't have
sunshine we have plenty of rain. We are also surrounded by the sea.
It does no take much imagination to see that the application of the
solar still on a mega scale will solve Singapore's fear of lack of
water without resorting to drinking from a sewage sourced water.
With the surpluses that are now present, this technology must be given
a go to see how it fans out.

I would have used solar distillation to make water from seawater.
