This idea has been around for some time. What is the official position
on this, as the excess rain water flows out to the sea and is wasted.
Almost whole of the Singapore is a catchment area now. Most of the
rivers are dammed now. The drains around whole of Singapore discharge
straight to the reservoirs or dammed rivers. Nothing is allowed to
flow to the sea unless the reservoirs/rivers are full.
