Yes, I mean high floor, it might drop onto the clothes on bamboo sticks or it might even blown into the flats thru' the window, It's like lighted cigarette thrown out of the window from high floor and was blown into the flats at lower floor.

I can imagine ....firecrackers thrown from (Top) high floors
would  explode in mid air, and the red confetti drift down
onto the ground,.... blessing the land with good fortune and
happiness. This has the same meaning as the confetti used
to bless the newly wed couple leaving the church after
their wedding.

The poor cleaners will have hard time to clean the floor, worst still, on the grass field.

For two days, for the sake of Chinese new year, confetti
should  NOT considered as littering....it is a time honoured
traditions....until it was stopped by law.  Further more,
clearers would be given Ang Pow to clean up the ground.
Almost everyone is happy.

May be the People Association should arrange for firecrackers to be played at all community centers o the eve of Chinese New Year.

As for the noise, it is not something unexpected. Most
Chinese families (75% of population) would be awake
waiting for the arrival of the new year. Many of their non-
Chinese friends would be at parties together with them.
They all would look forward to the count down to
Chinese New Year,  with a bang. It is one of the most
welcome sound in a year.
It is not unlike the count down at Time Square, New
York on new year eve at midnight. New Yorkers and
millions of Americans all over the USA would be glued
to their TV at midnight. Their combined voices, shouting the
seconds before New Year is deafening and awesome.
I was staying in a Condo in Honolulu, ....their shouts from
20, 19, 18,  ....3, 2, 1 ...shook  the whole building. It
was exciting....the happy spirit of ushering in the new
year.

Well, they are doing it at China town on Chinese New Year eve and the River Hong Bao at Marina.

Of course there are a few anti-social individuals who
would  unhappy....they are always unhappy and
they like everyone else is as depressed as them, even
during the New Year celebration.
Are they going to be wet blanket for everyone because
of their anti-social behaviour.

Come on....let your free spirit soar to a higher level,..
let's get rid of the bondage chain over our mind.

I am still against allowing individual playing with the firecrackers.

I had already said this earlier. The people here are so irresponsible, they will throw firecracker from the top floor down in the middle of the night. The people who suffer most will be the cleaners. By the way, ardeedee have also given you the answer.
