A reasonable driver will simply take the number of the vehicle involved and
snapshots of the scene and damages and simply lodge a Police report if he
thinks the other driver is in the wrong if some form of offence is
disclosed.

If LKY is the driver are you going to ask him for his IC - so then you
charge LKY under this road ordinance?
