What I meant are not private SMS...but
broadcast SMS.
Surely politicians do not intend to campaign
on one on one basis. They usually want to
reach as many people as they can.
Now that would fall under the broadcasting.
Even thought the medium is usually used
in a personal capacity.
This is the same rule applied for spam emails
which defines the line of legality.
Same can be applied for broadcast faxes.
All angles are covered.
