supposing that u didn't count the following:

1. low overhead - shop rental, manpower
2. economy of scale (10 mbps shared by 100 computers)
3. no need last-mile solutions to each house
4. dirt cheap computers

China is developing country. It's prices are considerablely low because the
mainstream businesses are still in the low-margin industries. Not like
Singapore, where our mainstream industries are high-tech, banking, etc.

If you wish to pay 40 cents, get prepare to earn only $40 per hour for an
internet cafe (100 PC).
