They can only manage because their interpretation of manage is to make sure
everything is working which has been designed to work and if they do not
work they call the relevant authorities .
But in places where things do not work such as China and India and
Bangladesh etc they cannot manage because they do not even know how to fix a
light bulb if blown.
In Saudi Arabia for instance a so called engineer once loaded up a vehicle
with diesel when it was petrol driven.
