It may not in the US but it does here and if you are from here as you claim then one would think you would know that! In which case you are just being silly. When one talks about raising ones fist to someone then one is talking about hitting someone. That is raising one's fist in a boxing stance. Slugging someone means hitting them..................... from the Concise Oxford Dictonary

Slug - to strike with a hard blow..............to fight it out...........etc etc etc.
