The Weather Channel (reliable source, that) said that sustained winds of 60
mph with gusts to 80 and 100 miles per hour would be hitting the Pacific
Northwest.

You need sustained winds of +73 MPH to call it a hurricane. You also need cyclonic rotation, otherwise Mt. Washington would have several each winter.
