No, I suspect Val is referring to the fact that he's a resident of the
country which allowed commercial airliners belonging to carriers
from many countries (including the USA) to land safely in their
airports when the US administration had denied them landing rights
and would have allowed them to run out of fuel and ditch in the sea.

Well, gee, since no one knew for certain how many planes nor which ones
were carrying hijackers ready to die for Allah, it isn't a wonder that
planes were diverted elsewhere and not allowed into our airspace at the
time. And while I am certainly grateful to Canada for allowing those
planes to land. Highlander certainly had nothing to do with it. As such,
and considering his animosity towards Americans, I see no reason why he
should receive special treatement. Wow, he's a Canadian. Big deal! He's
still a jerk.
