Yeah, the French seem to know a bit about surrendering. So it seems the
CIA had little to do with the creation of that word.

I think what they are saying is that the CIA invented or 'created' the new
corruption of the word - not the original word itself.
Ie they coined it to avoid using the term 'torture by proxy' for example.
They probably didn't want the USAian public to know what was going on as
obviously there would be national outrage given that it goes against
everything the US stands for.
Doesn't it?
