Yes, the kilt has now been adopted by the Lowlanders as the Scottish
national dress and a most attractive and unique dress it is in my
opinion. I notice some Scots here call it a costume, suggesting that
they are not quite comfortable with it yet as an article of daily
wear.

As it happens I have a neighbour who wears the kilt more often than anything
else. He is though a McGregor and a Highlander, an ex military man and a
hero of WWII.
