Quite right. A fission reactor in Westminster would be ideal - positioned
well to supply the power needs of London, and those in charge of the safety
standards are the first to suffer if they are not up to scratch. All the
waste can be buried underneath too, on-site storage reducing risks of
transfer.

Ah, a fallacy I'm afraid. Radioactivity is not the same as power, it is a
measure of how stable a mass is. While the total of everything within the
system will total the same amount of energy as you started with (remembering
that mass = energy), you can change the proportions of energy to mass and
the stability of the mass too. You can add energy to non-radioactive mass
(e.g. from a radioactive source) and make it unstable i.e. radioactive.
As an analogy, if you have a pile of bottles and smash them up, you end up
with the same quantity of glass but it's not so useful for feeding milk to
the children from.
