Are you aware of what these terms mean now?
"Inclusion" = access only for the elite, which often means only the
reigning monarch and her/his retinue
"Accessibility" = nobody allowed access for reasons varying from
"elevated security alert" through "upgrading the facility" to "royal
visit".
On second thoughts, you probably are aware.
