Are they so certain that political developments in Belarus
in that timeframe will call for this response?

Of course. This respoonse is called for even now. First of all, it is
only fair for Belarus to payas much as Ukriane.

Second, Lukashenka has thumbed his nose at Russian and Belarusan
intelligentsia for much too long. This peasant has been jailing,
beating up and even allegedly killing Belarusan opposition and Russian
and Bealrusan journalists for much too long.

The people of Belarus elected him in 1994 by a 80%-to-20% margin
because of his platform of re-uniting with the rest of Russia. But this
re-unification is now stalemated because of Lukashenka's demand tha the
be given the Presidency of the new Union.

Yeh, right! The last thing Rusisa wants is a return to the pre-1985
Soviet era and another Communist dictator. The tail trying to wag the
dog.

WE've all heard about the Belarusan "economic miracle". But, just as
Kuchma's "miracle" in Ukraine, itowed much to the subsidezed gas they
were geting from Russia.

Now Lukashenka will be forced to finish the re-unification on Putin's
terms or he will be living in the Hague.

Low gas prices, if and only if loyalty to Russian regime
Threat of increased gas prices to discourage attempts to seek indeependance.
A definite plan to increase prices implies that there has been
a shift of loyalties by the time the prices are increased.
