Differentiate rate of water, sewerage & fire tax on residential statute of house owner &

As per prevailing laws the owner of houses and flats are equally
treated in tariff of Electricity, Gas and property tax. However
Karachi water & sewerage Board (KW&SB) differentiate for rate of
water, sewerage & fire tax on residential statute of house owner &
flats owner though the policy for providing water connection and
supply of water are same for both domestic users (houses / flats) and
both owners get only one single connection from area supply line.
It is strange to note that KW&SB provide all services for wealthy
people category and also provide relief in tariff to well-to-do people
category.In the other hand common people of Karachi residing in flats
of Layri / Saddar / Jamshed / Laiquatabad / Gaddup / North Karachi
Town are neither able to received their rights from KW&SB nor Board
provide any special facility to them but at the time of fixation of
tariff high officials of Government of Sindh approved higher slab for
these towns common people and lower slab for multi millionaires people
resident high cost plots owners of Clifton, Bath Island, Gulshan-e-
Iqbal, Nazimabad, KDA Scheme No.1, KCHS, SMCHS & PECHS.
A resident of 1000 square yards plot of Clifton, Bath Island, Gulshan-
e-Iqbal, Nazimabad, KDA Scheme No.1, KCHS, SMCHS & PECHS have to pay
Rs.3,547/60 per annum to KW&SB for upper floors whereas resident of
flats of (133 to 167 square yards) flats of Layri / Saddar / Jamshed /
Laiquatabad / Gaddup / North Karachi Town have to pay Rs. 3,514/80 per
annum & resident of flats of (167 to 200 Square Yards) paid Rs.
6,140/80 per annum that is totally non-justified implementation of
charges. Besides, in case of flats owners it is not necessary that
water connection or supply of water on their connected lines were
available on their buildings or not erected by Board authority itself.
It is not out of place to maintained here that the water utility would
get a hefty amount after revising its tariff for flats owners treating
them as commercial consumers. The under noted increase in tariff would
cause an additional burden on the flats owners, who were paying
twofold amount as compared from the domestic consumers.
In view of the actual facts in existence under the non-merit
consideration, the matter may kindly be reviewed & re-examined
amicably for justified charges for flat owner of the locality subject
to providing all facilities from the Board.
