Find a permanent solution to express bus woes

The country seems to be suffering from "Merapoh Syndrome" right now.
If i am not mistaken, after the express bus accident in Merapoh, there
was a blitz operation, people said it wont happen again, then things
died down and now we have 22 people killed in a bus crash. The problem
is companies putting profit before safety - imagine asking a driver
with two hours' rest to drive. That is a criminal act!
