It would seem that they are talking about conventional power plant
capacity here - the research reactors provide no electical power to
the grid. But they do allow skills to be developed which would be
useful if Malaysia elected to develop a significant nuclear electrical
generating capacity
The purpose of the reactor is manpower training, R&D, not the
generation of electricity.
The existing Puspati TRIGA reactor is a pool type reactor, of the kind
often seen on university campuses, not a PWR or other type of power
generating reactor.
The proposed research reactor will provide training and research more
appropriate to developing a nuclear electric industry, and at 20MW
will be a modest plant, even if that figure refers to electric power,
rather than the thermal output of the reactor.
So rather than lambast the government on this occasion, your ire would
be more usefully directed toward those responsible for poor reporting.
