IGP: We are wrapping up graft probe on ACA chief

KUALA LUMPUR (March 29, 2007): Police are wrapping up their graft probe into
Anti-Corruption Agency director-general Datuk Seri Zulkipli Mat Nor and would
reveal the findings in due time.
Inspector-General of Police (IGP) Tan Sri Musa Hassan told reporters today that
on his instruction, the special team investigating Zulkipli had recorded a
statement from him two days ago (Tuesday).
He said since the probe started early this month, police had taken statements
from 21 people or witnesses.
"We are in the final stages of the probe and will reveal the findings of the
investigation in due time."
Zulkipli, who was a senior police officer when he was seconded to the ACA in
2001, is being probed for corruption, property ownership against his asset
declaration and abuse of power.
Allegations against Zulkipli were publicised on Feb 26 by Movement for Democracy
and Corruption chairman Ezam Mohd Noor. He spoke of a case in 1997 where a
housewife, who claimed to have had an affair with the ACA chief when he was a
police officer then, had lodged a police report against him for assault and
sexual battery but that no action was taken.
Ezam had also said former Sabah ACA director, Mohd Ramli Manan, had discovered
the case and informed former IGP Tan Sri Bakri Omar in 2003.
Ramli had also claimed Zulkipli owned several business interests and property,
including six houses in Pagoh, Johor, and that he had misused government
vehicles to check on property and businesses.
Shortly after the disclosure, police said the sexual misconduct case was
investigated but the file was marked "no further action" as there was
insufficient grounds for prosecution.
The Attorney-General?s Chamber however said the graft allegations would be
investigated.
Police had said they would scour records and reports going back a decade in
investigating Zulkipli.
On March 6, Mohd Ramli was questioned for several hours by police.
The tail end of the investigation coincides with the expiry of Zulkipli?s
contract on Sunday (March 31). The prime minister had said he would make an
announcement soon on whether to extend the contract or to replace him.
Speaking to reporters at a blood donation drive in the police training centre on
Jalan Semarak here today, Musa was also asked about the use of the honorific
"Tuan" for police officers.
He said this was a non-issue as the public could call police officers "tuan" if
they wished to do so out of respect, but it was not something expected of them.
