Malaysia to ban public caning of errant schoolchildren: report

KUALA LUMPUR - Malaysia?s schoolteachers will soon be barred from publicly
whipping students for disciplinary offenses, the government announced on
Wednesday.


Many schools have long punished severe infractions such as stealing,
vandalism and smoking by whipping students with a rattan cane on their
hands, thighs or buttocks to shame them.

However, Deputy Education Minister Noh Omar said teachers who continue
using such penalties will face action if the ministry gets complaints, the
national news agency, Bernama, reported.

A new government-approved code of regulations for student discipline will
be introduced later this year to specify alternative penalties, Noh was
quoted as saying by Bernama.

?There is no rule that allows public caning,? the minister said.

Noh did not elaborate on what punishments would be permitted, or whether
students can still be caned in private, such as in a headmaster?s office.
Other common penalties include detention, extra assignments and running
laps on the school field.

Officials believe the code is necessary to standardize punishments against
students, Noh said. He added that disciplinary violations nationwide
decreased in 2005 compared to the previous year.

Concerns about public caning have increased over the past two decades, with
many parents saying such penalties are an excessively harsh relic of the
British colonial school system.
