I can imagine what happened

- Lebaese fishermen go on with their daily business in
Lebanese waters
- Syrian Navy Patrol spot them
- order them to empty their pockets and take their catch
of the day as bonus
- Lebanese fisherman complain
- Syrian navy open fire
- one of them get direct hit and die, brother play dead
- Navy tow the boat into Syrian waters, and make a false
report.
