Open Outlook Express
Click on TOOLS
Click on ACCOUNTS
Click on upper NEWS tab on "Internet Accounts" window
Click on the ADD button to right and select NEWS (The Internet
Connection Wizard will start)
Enter your name as you'd like it to be seen if you post to the
newsgroups
Click NEXT
Enter your e-mail address (or enter a dummy address if you wish to
remain anonymous)
Click NEXT
The "Internet News Server Name" window will be displayed
Enter "news.optonline.net" (without the quotes) in the News (NNTP)
server area (Do NOT check the box where it says "My server requires me
to log on")
Click NEXT
Click FINISH
